In 2010, a government decision was made to close Sde Dov airport in order to allow the development of a new residential district. The Sde Dov district is planned as a bustling urban district that combines residential buildings with a total of about 16,000 housing units, commercial and employment areas, public buildings and parks as well as advanced public transportation infrastructures.

The area on which the district will be built, spanning about 1,500 dunams, is one of the last areas on Tel Aviv's coastline intended for residential use. The district plan includes spacious parks along the coast, a promenade, water sports centers, a marina and hotels.

The boundaries of the district: the beach to the west, Propes Street to the north, Levi Eshkol Street to the east and Shay Agnon Street to the south. The adjacent neighborhoods – Kochav Hazafon to the south, Lamed and Nofei Yam to the east, and Tzukei Aviv to the north.

The district is designed as a sustainable neighborhood, incorporating infrastructure at the district level — not just at the building level — with the goal of meeting international energy efficiency standards and international conventions to which Israel is a signatory.

The airport was closed in 2019 and its evacuation was completed at the beginning of 2020. The first land tender for developers in the southern part of the district (Eshkol zone) closed in August 2021. During 2022, additional plots were tendered in the zone, and in March 2024 the first building permit (excavation and shoring) was issued — for the Rainbow project by Israel Canada. In early 2025, land tenders for the Central zone and the Northern zone were successfully completed and the winning developers announced. During 2026, initial urban design plans were approved in these zones, while physical development continues to progress in the Eshkol zone.

The Sde Dov district will complete the urban texture of the city's northwest, provide beach access to the surrounding neighborhoods, and be characterized by intensive urbanism with a mix of uses. For the residents of the new district, an opportunity will be created for a diverse and vibrant urban life.

Construction Status – April 2026

As of April 2026, development in the Sde Dov district continues to advance across three zones simultaneously, each at a different pace. To date, land has been marketed to developers for the construction of nearly 9,000 housing units.

Eshkol Zone:
The most advanced of the three. Urban design plans for most plots have been approved, building permits have been issued for several projects and infrastructure development is at an advanced stage. Apartment sales are underway in several projects.

Central Zone:
Following the completion of land tenders in 2025, initial urban design plans for some projects were approved during 2026. Infrastructure development is at an early stage. Apartment sales have begun in several projects.

Northern Zone:
Following the completion of land tenders in 2025, initial urban design plans were approved during 2026. Infrastructure development is at an early stage. Apartment sales have not yet begun.

Municipal services for the whole family

The district is planned to include a wide range of public buildings for education, culture and community needs, alongside hundreds of thousands of square meters of commercial, employment and urban services.

Advanced residential infrastructure

Residential buildings in the district will be built to advanced standards tailored to the fast-paced urban lifestyle. Building specifications are particularly high, and many of the services available to residents will be provided within the immediate residential area.

Proximity to North Tel Aviv communities

The Sde Dov community will join the variety of quality communities that characterize the north Tel Aviv area. Surrounding the district are the neighborhoods of Kochav Hazafon, Lamed, Nofei Yam, Tzukei Aviv, Ramat Aviv Hachadasha and the established Ramat Aviv neighborhoods.

Walking distance from the beach

All parts of the Sde Dov district are within a short walk to the beach (10 minutes' walk from the farthest point). Along the coast, a spacious park and a promenade are planned, providing easy and open access to the sea for all residents.

Sde Dov District Plans

The district master plan (TA/4444) was approved in 2020 by the District Planning and Building Committee. It establishes the development character of the entire district — integrating residential, employment and public areas, the light rail axis (Green Line) along Ibn Gvirol Street, walkability and sustainable construction — as well as the opening of over one kilometer of beachfront to the public. Based on this plan, detailed plans for each of the three zones have been prepared and approved, under which building permits are now being issued.

High transport accessibility

The Sde Dov district is planned with advanced transportation infrastructure, emphasizing a variety of public transit options that will connect the district with central Tel Aviv, North Tel Aviv neighborhoods and Herzliya.

The Green Line of the light rail is planned to cross the district along the Ibn Gabirol axis and will include 4 stations within the district: Propes, Nofei Yam, Einstein and Zahara Levitov.

The district has immediate access to Namir Road and the Levi Eshkol axis, and is a short drive from the Ayalon Highway. The nearest Israel Railways station is 'Tel Aviv – University', which will be reachable via the Green Line of the light rail.

Also planned are bicycle lanes, wide sidewalks and additional transportation options such as bus routes and shared taxi services.

Large commercial vehicle traffic in the Sde Dov district will be restricted and routed to a logistics center on the edge of the district, from which goods will be transported to businesses within the district using small, green vehicles.
